A Paris, l'ensemble du bureau militaire sera récupéré au Grunk (Gouvernement Royal d'Union National). Afin de ne pas leur offrir une opportunité de reprise de poste, Sisowath Samyl deviendra Attaché des Forces de Défense et représentera les trois armes.

At Paris, the whole military bureau will be taken from the Grunk (Gouvernement Royal d'Union National). To avoid them taking any position back, Sisowath Samyl will be the Defense Attaché in order to cover the whole armed forces.

Outre la diplomatie, les Attachés participaient aussi à la ratification de traités internationaux sur les armes ...

Les pays de l'Est vantaient les avantages du bloc Russe. "D'autres avis" orienteront le Cambodge vers la Chine. 
Depuis quelques temps déjà, l'issue de la guerre semblait inéluctable. La question était combien de temps le Cambodge allait résister. Finalement, tous les pays de l'ex Indochine française vont tomber les uns après les autres entre les mains des communistes. Les Etats Unis ont perdu la "Guerre du Viet Nam" mais ils ont en partie oeuvré a scinder les communistes en deux camps. Le Viet Nam ayant choisi le camp russe, le Cambodge sera poussé vers le camp chinois. Nous sommes un pion sacrifié sur l'échiquier international.
